Lady Liberty is depicted in a dress that resembles the U.S. flag, which is flowing in the breeze as Liberty strides toward the rising sun to her left. She carries oak and laurel in one arm and greets the dawn of a new day with her free arm. The year-date "2019" is placed beneath her feet. "LIBERTY" is boldly inscribed around the top rim and the motto "IN GOD WE TRUST" appears to the bottom-right of the design.

On the reverse, the heraldic eagle design created by John Mercanti is used. An American bald eagle features at the center of the design with its wings spread and its chest protected by a shield. Thirteen stars are arranged in an inverted triangle above the eagle's head, and the motto "E PLURIBUS UNUM" is inscribed on the ribbon clasped in the eagle's beak. It carries arrows in one talon and an olive branch in the other. Rim inscriptions include the issuing country "UNITED STATES OF AMERICA" as well as the weight and denomination "1 OZ. FINE SILVER~ONE DOLLAR." The edge uses a reeded pattern.
